[tlbuild] wget, xz, xzdec for Macintosh

Karl,

You’ll find

	mac-wget-xz-xzdec.tar.xz

in my TUG home directory. It has wget, xz, and xzdec
for universal-darwin and x86_64-darwin.

Thanks to Mojca Miklavec for noticing that if pod2man
was renamed on the Mac, the configure script for wget would
decide that it was missing and then compile fine.
