Hi all,

I am just back and have done this as well as removed the "dev" from the
Web2C, Kpathsea, and Ptexenc vesions.  If you have built binaries from SVN
before r36781 please rebuild (in particular if 'tex -version' reports
   TeX 3.14159265 (TeX Live 2015/dev)
and/or
   kpathsea version 6.2.1dev
you should rebuild all the web2c programs, whereas icu only affects xetex
  and bibtexu.
