[tlbuild] Linux x32 ABI (x86_64-*-gnux32)

I have built texlive for this ABI (not a arch that remains x86_64) x32 
uses 32bit Int/Long/Pointer (ILP) while running on a x86_64 this allows 
lower memory footprint and smaller binaries. the downside is each app 
has max 4Gb ram this is not a system limit as with i386.

the gottcha is that clisp wont build on this ABI without massive 
internal plumbing changes this is worked arround by using x86_64 clisp 
to build xindy along with the x32 bits.

should there be any intrest im happy to rebuild for tug i build / ship 
shared build using system libs for all but freetype but am happy to 
build a seperate build.
