I don't know exactly, I only can guess from the opensuse/novell bug report above:
* Werner Fink tried both: first the release version which did not work.
then he got a hint (comment 3) for a "fix" in arch linux.
so he tried svn version 4356 (comment 5) which shows the same problem for him.
I guess Werner might be open to any suggestion (patch, svn version, ...)
which makes the TeX binaries work...

no idea, I can't comment on this (and right now I'm stuck in other hw and os trouble:-(
