[tlbuild] ttfdump test fails on Cygwin

Hi Peter,

The ttfdump test fails on Cygwin.  I'm attaching the relevant portion of 
build.log.  Notice all the ^M characters.  I think the problem is that 
ttfdump produces output with DOS line endings.  If I convert 
Work/texk/ttfdump/ttfdump.head to have unix line endings, it coincides 
with the corresponding file in the source tree.

I'm not sure why ttfdump is producing output with DOS line endings on 
Cygwin, but I don't think it should.
