[texworks] where does python27.dll come from?

It seems I finally manager to cross-compile Python statically - this has
the additional benefit of getting rid of the Lib/ folder. I'm no Python
build-expert, though, so I couldn't test if everything works correctly.
FWIW, Tw starts (in Wine), and simple makeBold and DateTime scripts work.

For your (and everybody else's) testing purposes, I uploaded a build to
