I found it on the TeXLive-7 CD (issued in 2002).

  \def\fmtname{plain}\def\fmtversion{3.1415926} % identifies the current
format

It's now on my server (plain.tex and hyphen.tex):

To be honest, I suppose that the changes Knuth made in 3.14159265 are
quite small and it is unlikely that they break existing software.
