[texhax] help with programming LaTeX

I'm a member of TUG, and I have a question that I hope you can answer.
I need some tutorial or some book on programming LaTeX. When you google
'Programming Latex' you get books on *using* Latex, which I don't need.
I need to know the nuts and bolts of things like how to write a package.
But none of the books really go into this in depth. (why is that?).
The programming style is different enough from languages like C, and
different people do things in wildly different ways enough, so that I
cannot get a handle on how to do even simple things. Like for instance
how do I do a conditional loop? I've seen people do it many different
ways, and none of them seem to work with me.
I need help.
