Please try giving a negative vertical space before the offending line as
below:

By the way, I think it'd be better to use the "amsmath" package, so that
you can dispense with all those arrays and simply write;

(s=s_j)\wedge(t=t_j)\wedge(r=L_{j+1}^M)        & 1\leq j<M\\
