    Is diff -u better, or diff -c ?  I don't care.

For large-ish text changes, like this, I slightly prefer diff -c.
For tiny text changes, like a single typo, I slightly prefer diff -u.
But, like you, I don't feel strongly about it and will take whatever.

If you want another tiny optimization :) ... you could write the
ChangeLog entries in the form in which they get committed, namely:

2015-04-22  Jim Hefferon  <jhefferon at domain.hid>

	* latex2e.texi (Starting and ending): Added working minimal
	example.

Of course, this is not a big deal either ...

Really appreciate your tackling these long-overdue item.
