I saw this question and based my local changes in loadhyph-ru.tex on it.

The problem is which changes to do in order to make things work without
locally patched or additional hyphenation loading files.

Ideally, just replacing pdflatex by lualatex should work without any
changes in the code.

Currently, Babel always loads hyphenation patterns in UTF-8 encoding,
which isn't
always correct.
