[twg-tds] font map and encoding files

    I could well think of texmf/fontenc as a flat "one-directory" thing
    whereas texmf/fontmap should have subdirectories in the same manner
    as texmf/tex. A application specific subdirectory which is searched first
    and a "generic" subdirectory wjich is searched after that.

    How does this sound?

Sounds reasonable to me.  I wanted to finish off the tds document anyway :).

Will you able to write up a diff with the new file types, or should I try?
