[texhax] Virtual Font file format

Fairly certain it was documented by Don Knuth in
a TUGboat article entitled something along the
lines of "Virtual Fonts : More Fun for Grand Wizards"
or somesuch. Check the TUGboat archives, and if that
fails to provide anything, check with Barbara Beeton.
