Use Adobe Acrobat to make proper high-quality PDF.
Once you install Acrobat, the Acrobat "Distiller" (or "PDF Maker" as its called in some new versions of Acrobat) appears as another "printer" choice in DVIWindo "File > Print"  You can set it up to automatically call Acrobat PDF Reader to view the file you "print" also.

WinEdt has all sorts of link possibilities to software you
may not necessarily have installed  (such as PDF TeX).
The better way is directly from DVIWindo.
(By the way, PDF TeX cannot handle figures in EPS form and
in general does not produce the quality PDF file available from Adobe Acrobat.)

There could be all sorts of reasons for this, including, most commonly,
an incorrect bounding box in the EPS file.

Also, check the documentation of the "includegraphics" command
See e.g. c:\yandy\tex\latex\doc\grfguide.pdf  --- search for "rotate"
anbd "rotatebox" --- where you can control the reference point.

You may want to check that you have a file called
c:\yandy\tex\latex\required\graphics\graphics.cfg
with content    \ExecuteOptions{dvipsone}
(if you use graphics commands intended for other drivers
such as DVIPS then things will also not work as expected).

Also, note that there are several different ways to rotate a figure,
including the CTM commands (see c:\yandy\doc\ctm.txt).
or even sing the "rotate" package (see c:\yandy\doc\verbatim.txt)

Some of these may work even when the EPS file information is incorrect.
