In my case the problem was that I amusing 2025 binaries in a 2024 tree.File

/usr/local/texlive/2024/texmf-dist/dvipdfmx/dvipdfmx.cfg
specifies V 5 (pdf 1.5 output)
/usr/local/texlive/2025/texmf-dist/dvipdfmx/dvipdfmx.cfg
specifies V7 (1.7 output)
I changed 5 to 7 and the outputis the expected one.
