[XeTeX] XeTeX PDF-1.7 in TeX Live 2025

xelatex/xdvipdfmx defaults to 1.7
but with hyperref it goes back to 1.5 with xelatex, which is probably a bug
in the hyperref  xetex back end file
we'll check....

compare this with and without the commented line
