[XeTeX] Discretionary line-breaks in Tamil

I wonder why the same is not true for what I /think/ is the plain XeTeX 
equivalent :

> \hsize = 1 mm
> \hyphenchar \font = "200B
>
> a aa^^^^200baa
>
> a
> aaaa
> \end
