Thanks very much for the suggestion. I eventually gave up on the kind of cure that would have allowed me to understand what had happened, and reverted to the previous day's checkpoint (I'd actually forgotten that Restore implemented an automatic checkpoint every 24 hours). It looks very much like a Registry corruption but I'll never really know now!

I am not really a hero with Windows, but maybe:
- Go to Control Panel, Add/Remove Software, and remove everything related to TeXLive
- Check the directories manually and manually remove any remaining files / directories
- Install TeXLive from scratch
Hopefully this will give you a clean system. Backup any personal material you may have put into the texmf tree. Otherwise, maybe you can find a "registry cleaning tool", maybe on SourceForge or similar?

I'm afraid I've run into something rather more serious. I installed the
2012 DVD and all went OK, but now from the command prompt I get
(null): fatal: Can't determine where the executable xetex is.
If I go manually to the TeXLive directory and click on xetex.exe (which
certainly is there), for a microsecond I get a DOS prompt box flashing up
but it immediately disappears.
The PATH environment is OK so I'm rather stumped - I think it's probably a
Registry corruption, but any other ideas would be welcome!

Instead of trying to install a newer xdvipdfmx (then this binary certainly
won't work because it would search its resources outside of TL '09), you
could update to a TL '13 pre-release…

Does it see backups of the TL packages? Do you have made backups of your
system? Why not? A TL '09 manager does not work with any other release than
TL '09. And this release should still be available in the historic branch of
CTAN.
