[XeTeX] input method under windows

What version of Windows?  You could try this page.. 
http://www.myanmarlanguage.org/unicode/input-methods-unicode

It has a variety of different ways to encode different languages.  I've 
used Ekaya quite successfully for instance.. it's a windows port of 
KMFL. (So basically a free version of Keyman). I'm not sure how well it 
works under Windows 7 though.
