Did you try it with TeX Live 2009? With TL '09 this definitely does *not* work when bidi.tex is in its default directory /usr/local/texlive/2009/texmf-dist/doc/latex/bidi. There are the two elements "doc", were no TeX input should be searched, and it's also in a "latex" sub-sub-directory – obviously not meant for TeX, the programme, to be found.

There are two options to correct this case:

1) moving the file /usr/local/texlive/2009/texmf-dist/doc/latex/bidi/bidi.tex into the directory /usr/local/texlive/2009/texmf-dist/tex/latex/bidi and running maketexlsr afterwards, both with elevated or super-user privileges, or,

2) put a copy of bidi.tex somewhere into one's own private TeX area, for example, when one does not know where this area can be found, into the same directory as the XeTeX source file.
