Are you sure that you use a font that contains Devanagari and that the
script is activated?

If you want to type both Devanagari and transliteration, you can store
the transliteration in a macro, then display it in a Latin font
(having the accents) and then in a Devanagari font with Mapping
enabled (e.g. rom-dev). Thus you will type it only once. See the
xetex-devanagari package.
