[XeTeX] How to manually create the xelatex.fmt?

This has all been very helpful.  At least I have things narrowed down
a bit here:


# fmtutil-sys --byfmt xelatex

Defining UNIX/DOS style filename parser.

catcodes, registers, compatibility for TeX 2,  parameters,
