[XeTeX] XeTeX does not define the \XeTeX macro.

The package loads a configuration file if it exists.
Easy file existence tests are provided by LaTeX (\IfFileExists)
and pdfTeX (e.g., \pdffilesize). Otherwise it becomes complicate,
because I don't want to waste a read register for this.
The new version fixes the bugs in the latter part.
