It appears that even a correctly filled-in ligature carets table only
specifies horizontal positions (or, only vertical positions for
vertical writing; but just one or the other) for the carets, so it
wouldn't be much help for breaking up any ligatures that aren't purely
horizontal or vertical.  Such ligatures can occur even in English in some
fonts; see, for instance, the FR ligature in Avant Garde, never mind all
the horizontal but overlapping ones:

I think that in general, doing things to just part of a ligature is
something XeTeX should not attempt to support.
