[XeTeX] XeTeX, XeTeXpicfile, and counter-intuitive behaviour

That's what I wrote about discardable items but it does not explain
why \XeTeXpicfile is discarded. Is it a glu, a kern, a penalty, and if
so, why? I would rather consider it a box.
