Yes, I want to be able to directly typeset XML on a server w/o having to make that intermediate file.

I believe I managed to make the .fmt file using the command:

xetex -ini \&xelatex xmltex

(but still need to understand where I put the resulting .fmt file and make it active)

I did find eplain instructions here:

http://tug.org/docs/html/eplain/Installation.html

but the directions assume a bit of knowledge which I'm still digging for.
