[XeTeX] Polyglossia and French punctuation

I'm having an issue with replacing babel with polyglossia: French
``high'' punctuation in polyglossia behaves differently in polyglossia
that in babel.

Here are two examples that polyglossia typesets incorrectly:

  \usepackage{polyglossia}
  \setdefaultlanguage{french}
  «~M~»

  \verb|00:11:43:D4:86:A0|

In the first case, polyglossia inserts two spaces after the opening
quotation mark.  In the second example, polyglossia incorrectly inserts
a space before each colon.
