I have seen this page before, and been puzzled by the names
credited with the creation of the fonts, but was fortunate
this evening in that my wife, who is a native Vietnamese
speaker, was able to cast some light on the matter.

The page states (in part) "The true type fonts HAN NOM A and
HAN NOM B have been developed by Chan Nguyen Do Quoc Bao (Germany),
To Minh Tam (USA) and Ni sinh Thien Vien Vien Chieu (Vietnam)."

We are now reasonably confident that this should read (diacritics
added) "The true type fonts HAN NOM A and HAN NOM B have been developed
by Chân Nguyên & Đỗ Quốc Bảo [1] (Germany), To Minh Tam [2] (USA) and
Ni sinh ("Students of") Thiền viện Viên Chiếu [3] (Vietnam)."
