[XeTeX] PDFBookmars bar closed by default?

Have you tried

     \usepackage[bookmarksopen=false]{hyperref}

The default for this option is

   \define at key{Hyp}{bookmarksopen}[true]{...

This certainly works with  pdftex  as the driver,
and probably does also with  dvipdfmx  .
