Because the user needs for this on Mac OS X "elevated privileges" and
on other UNIX platforms super-user privileges? Some of these have ACLs
or make use of a security enhanced Linux (SEL), which makes the
situation more complicated. And the third reason is that you are
manually changing things which are properly handled by a packet
manager or such.

The optimal solution would be when both maintainers would update their
packages. If a full decimal increment is too much, then adding some
small Latin character should be enough. The recent situation that more
and more people start to use ArabXǝTeX and run into this old problem
should motivate this little update.

And of course this introduces a fourth problem: who is actually
updating his or her installed software?
