[XeTeX] Decorative border around page

Hello,

It depends how you view the border: if the border is whole image then you can set it as a background
and use the white only area for the text. Another way is to view the page as if it is a picture environment
and where you set text and place graphical objects at specific places. Of course, even the first approach
uses the picture environment, but the user does not see this.
