Why do you need this private configuration? Are more than one user
using your Linux PC?

Since the problem with psfonts.map is in your private tree you should
disable and then re-enable some MAP file fragment with updmap – no
sudo, su, or -sys! This recreates the files the psfonts.map sym-link
can point to and this should remove the faulty line which causes
xdvipdfmx to fail so reliantly. If not, then your system is damaged –
at least I can't imagine how a line like

	labm3583 SFBM3583 "T2AEncoding ReEncodeFont" <cm-super-t2a.enc
<sfbm3583.pft frummt <frummt.pfb

could have been produced...

Programming today is a race between software engineers striving to
build bigger and better idiot-proof programs, and the Universe trying
to produce bigger and better idiots. So far, the Universe is winning.
