Currently hyperref doesn't support character codes >= 256.
I assume XeTeX/xdvipdfmx does some special stuff with outlines,
because there is a \special for outlines only. But this would
be difficult for page labels.

It's on the ToDo list to improve hyperref in this manner. However
I cannot say, when it will be done.
