[XeTeX] polyglossia v.1.1.0 -- french problem

It does, but it does not require the actual babel package, as polyglossia "pretends to be" babel to packages that don't know about polyglossia (such as csquotes) yet.

Load order matters, if memory serves: load polyglossia first, then csquotes, just as you have apparently been doing.
