The admittedly not very beautiful GISTYogeshN and 
GISTSurekhN which can be downloaded from

do have bold versions. GISTYogeshN even has an
italic version, and a quick stroll in FontForge
shows it has lots of glyphs.

or you could look at the Wazu Japan page

<http://www.wazu.jp/gallery/Fonts_Devanagari.html>

and find different fonts which you can use for
emphasis.  Not as good as having actual bold versions
of the same font, but it might work, if you pick one
bolder and one thinner font with reasonably similar
conjunct glyphs. Especially have a care to look how
क्क (kka) is rendered, which you can see in the samples on
the page.  It is not nice if it is rendered vertically
in the one font and horizaontally in the other
(and vertically is of course preferable! ;-)
