Babel is not loaded. But the file hyphen.cfg which comes with Babel is
built in the standard LaTeX format, so in a sense, yes, a minimal amount
of babel is still there. Polyglossia is fully compatible with the
low-level commands defined in hyphen.cfg. There is thus nothing
problematic here.
