Yes, I do know, and yes, it does.

I load polyglossia first, then csquotes. IIRC the load order mattered.

Polyglossia "pretends" to be babel (i.e. provides a babel version  
number), so that packages that expect babel (such as csquotes)  
continue to work as expected.

As always, read the fine (really!) documentations, particularly for  
the various package options.
