\label stores the value of the last incremented counter. There's no  
difference between

\section{}
\label{}
... lots of text
\caption{}

and

\section{}
... lots of text
\label{}
\caption{}

It's only AFTER \caption that the \label stores the new counter for  
you to \ref(erence).
