Yes. After the discussion the .fd-file was added. But if you look in the
log-file you will see that depending the position of babel different
.fd-files are loaded. That shows that babel has an effect on fonts:
Babel can change the encoding (and so also the font used) for single
glyphs or for a whole range of chars (e.g. greek). 

In the case of italian the problematic glyph is the guillemet you get
with "<. It will work properly only if you load babel before xltxtra
*and* T1-encoding before babel.

 \usepackage[T1]{fontenc}
 \usepackage[italian]{babel}
 \usepackage{xltxtra}
 \setmainfont[Mapping=tex-text]{Arial}
 
 \title{Italian}
 \begin{document}
 Italian «» "<
 \end{document}

That's not very problematic if you normally don't use the shortcut "<.
But it shows that there are interferences between babel and
fontenc/xunicode.
