If you want to run mgs directly on the command line you will have to set
MIKTEX_GS_LIB:

C:\test>set
MIKTEX_GS_LIB=C:\Programme\MiKTeX2.7\ghostscript\base;C:\Programme\MiKTeX2.7\fonts

C:\test>mgs test.eps
