Nonsense. \texorpdfstring can be used with any engine if you want to get
different things in the bookmark and the title:

\documentclass{article}
\usepackage{xltxtra}

\usepackage{bookmark}

\begin{document}
\section{\texorpdfstring{tex}{pdf}}
\end{document}

It is very useful if the title contains e.g. graphics or equations or
other things that can go in the bookmark.
