There is also a package dedicated to string manipulations: xstring. I
may do exactly what you're looking for, if I understand correctly.

PS : btw, are there plans to port some pdftex primitives (non specific
to pdf) to XeTeX? Things like \pdfstrcmp could be generally useful.
