Well, no, I'm glad to tell you that is not the case.
I did a pdf with XeLaTeX and using Skim <http://skim-app.sourceforge.net/ 
 > was perfectly able to comment it.

So all one needs it to print to PDF in Skim, otherwise the notes do  
not appear in other PDF readers.
