You could try to find the original line with all the arguments in the  
old *compilation* buffer and then try to compile as something like

	M-x compile RET sh -x Work/texk/web2c/configure <arguments> RET

(copy&paste works, it also works to rename the old *compilation*  
buffer to save it) and then see why this configure script can't find  
your libfontconfig. Search for this string and then for the variable  
that takes this strings when it comes to finding libfontconfig. (The  
next four hours I'll be out.)
