May be irrelevant for MikTeX, but on the Mac, next to dvipdfmx.cfg,  
there are

/usr/local/texlive/2007/texmf-config/dvipdfm/config/config
/usr/local/texlive/2007/texmf-var/dvipdfm/config/config

Both of them contain

% Distiller config. Uses ghostscript and works on compressed and
% uncompressed files.
D "zcat -f %i | gs -q -sPAPERSIZE=a0 -sDEVICE=pdfwrite - 
dCompatibilityLevel=1.2 -dUseFlateCompression=true -dSAFER -

Maybe that's what Akira Kakuto was referring to?
