Don't use inputenc with Xelatex. 

Either save the file as utf8 or -- if winshell doesn't support utf8 --
put

\XeTeXinputencoding cp1252 

at the start of the document. 

Btw: Probably you should with LaTeX use \usepackage[ansinew]{inputenc}.
That's the standard on windows.
