[XeTeX] How do I build xdvipdfmx (or xdv2pdf) on Windows?

  It's two directories above.  It builds both XeTeX and xdvipdfmx.

  Yes, obviously, as well as a C++ compiler for some parts of the code,
a make utility that behaves more or less like GNU make, a shell that
behaves more or less like bash, etc.
