No, it's not merged into the TeX Live tree yet. The xetex repository  
is at

   http://scripts.sil.org/svn-public/xetex/TRUNK

(for checkout with a Subversion client) or

   http://scripts.sil.org/svn-view/xetex/TRUNK

to browse the repository online or download a tarball.
