A file (..../tex/generic/pgf/systemlayer/)pgfsys-xetex.def is also
needed. Otherwise you'd need to tell XeTeX
\def\pgfsysdriver{<driver>}
*before* you load TikZ. A suitable driver is dvipdfm.
