[XeTeX] No hyphenation patterns were loaded

Ok I tried now not to exclude xetex and xelatex from format rebuild
and it works now. Babel can load hyphenation patterns for Czech.

Unfortunately I still get overfull lines )-: although here and there
xetex hyphenates.
